IF IT SHOULD COME TO THAT. IF THERE IS NO CONTRACT DEAL FOR EITHER SIDE. LAST WEEK, CHICAGO TEACHERS’ UNION MEMBERS VOTED 94% IN FAVOR OF A STRIKE. NOW, THIS MEANS THAT THE TWO UNIONS GOING ON STRIKE AT THE SAME TIME THEY WILL BE ON THE PICKET LINE AT THE SAME TIME IF NEITHER SIDE REACHES A CONTRACT DEAL WITH THE CITY. SEIU LOCAL 73 THE FOLKS ARE CLASSROOM ASSISTANTS, BUS AIDES AND CUSTODIANS. IT IS AN ENERGETIC ROOM AND HERE IS WHAT WE HEARD DURING THE PRESS CONFERENCE THAT THEY HAD A FEW MOMENTS AGO.>>WE ANNOUNCED WE HAVE SET OCTOBER 17TH AS A STRIKE DEADLINE. AND A LOT OF PEOPLE FEEL DISRESPECTED BY THE CONDITIONS AND THE PAY LEVELS THEY WORK UNDER. A LOT OF THE FOLKS HAVE IN COMMON WITH OUR SCHOOL ASSISTANTS AND SUPPORT STAFF. LOW PAY AND SO WE WANT TO ADDRESS ALL THOSE CONDITIONS.>>WHY STRIKE AT THE SAME TIME? AND WHY ARE YOU CHANGING THE PRESSURE AT THE BARGAINING TABLE BY PUSHING THE DATE OFF?>>I THINK IT’S POWERFUL TO HAVE MORE THAN ONE UNION UNIFIED AND WORKING IN CONCERT AND TALKING TO EACH OTHER. THE TRUTH IS WE SHARE A SIMILAR SET OF CONCERNS. WE WANT BETTER SCHOOLS. WE WANT DIGNITY AND RESPECT FOR THE PEOPLE WHO WORK IN THE SCHOOLS. AND I THINK THAT WE WILL BE ABLE TO PRESENT A CLEAR CHOICE FOR THE MAYOR. SHE CAN MAKE GOOD ON THE PROMISES SHE MADE WHEN SHE WAS RUNNING SHE CAN PUT IT IN WRITING OR FACE A UNIFIED LABOR MOVEMENT THAT COULD BE ON STRIKE TOGETHER ON OCTOBER 17TH.>>BETWEEN THE TWO OF YOU WE ARE TALKING TENS OF THOUSANDS OF EMPLOYEES WALKING OUT. HOW MANY ARE WE TALKING ABOUT AND WHAT DO YOU SAY TO THE PARENTS ABOUT THE IMPACT?>>AS MANY AS 35,000 WORKERS AT THE SAME TIME. OBVIOUSLY IT WOULD BE A DIFFICULT IMPACT FOR PARENTS. AS A PARENT MYSELF AND MOST OF OUR MEMBERS WHO HAVE CHILDREN HAVE CHILDREN IN CHICAGO PUBLIC SCHOOLS, OBVIOUSLY SOMETHING WE ARE WORKING TO AVOID. BUT WHAT I SAY TO THE PARENTS THE THINGS WE WANT FOR THE SCHOOLS ARE THE THINGS WE SHOULD WANT FOR OUR CHILDREN. WE’RE FIGHTING FOR A NURSE IN EVERY SCHOOL EVERYDAY. RIGHT NOW THAT DOESN’T HAPPEN. WE’RE FIGHTING FOR LOW WAGE WORKERS LIKE THE PEOPLE IN SEIU BUS AIDES THEY HAD A PERSON UP THERE TODAY TALKING ABOUT HOW SHE WAS HOMELESS FOR A PERIOD OF TIME. THE PEOPLE WHO WORK WITH OUR CHILDREN OUR SCHOOLS AND THE PARKS FOR THAT MATTER SHOULDN’T HAVE TO WORK THREE JOBS TO MAKE ENDS MEET. WE THINK ALL THE THINGS MAKE THE SCHOOLS BETTER FOR EVERYBODY.>>OK. JESSE SHARKEY THANK YOU FOR JOINING US. APPRECIATE IT. THIS ALSO MEANS THAT WHEN A STRIKE DOES HAPPEN IT WILL BE A MASSIVE DISRUPTION FOR THE CITY.>>ONE OF THE DISADVANTAGES TO PUSHING IT OFF AND DOING IT IN UNISON IS THAT IT ADDS MORE CHAOS AND INTERRUPTION TO THE CITY, THE IMPACT ON PARENTS AND ON CHILDREN. AND I’M SURE THE TEACHERS’ UNION THEY HAVE TO FACTOR IN WHETHER THE COMMUNITY IS GOING TO BE SUPPORTIVE OF A STRIKE THAT HAS EVEN LARGER IMPACTS.>>AND SO NO WORD FROM THE CITY YET NO RESPONSE ON THIS POTENTIAL DATE AND WE ARE EXPECTING TO HEAR SOME STATEMENT SOME RESPONSE BEFORE THE NIGHT IS OVER. NOW, A COALITION OF CIVIC AND BUSINESS ORGANIZATIONS SAYS THE PILOT HAS THE ENORMOUS POTENTIAL TO FIX A TRANSIT DESERT BY BOOSTING RIDERSHIP ON THE METRA’S ELECTRIC AND ROCK ISLAND LINES. ACTIVISTS WANT THE METRA ELECTRIC SERVICE TO MATCH CTA FARES FOR RIDERS IN THE CHICAGO CITY LIMITS, PERMIT USE OF THE VENTRA CARD AND PROVIDE LOW COST TRANSFERS TO THE CTA AND PACE. RUN TRAINS EVERY 10 TO 15 MINUTES THROUGHOUT THE DAY AND EVENING. BECAUSE THEY HAVE TO TAKE AT LEAST THREE BUSES TO GET THERE. SO THAT SHOULDN’T BE. AS I UNDERSTAND IT, THE COALITION SAYS THE QUALITY THAT YOUR RIDERS EXPERIENCE SOUTH OF 95TH STREET IS LOWER, THE COMMUTE TIMES ARE HIGHER AND THE COST IS HIGHER. TONI PRECKWINKLE THE COUNTY BOARD PRESIDENT IS SUPPORTING ALL OF THIS AND PLEDGING TO SUBSIDIZE THE THREE-YEAR PILOT PROGRAM THROUGH THE COUNTY. IS THE PROBLEM THEREFORE, BETWEEN LIGHTFOOT AND PRECKWINKLE?>>I DON’T WANT TO SAY THAT. I THINK IT IS A LACK OF UNDERSTANDING. ONE, METRA, CTA AND PACE ARE THE TRANSIT AGENCIES IN OUR CITY. AND THE IDEA IS THAT WE NEED TO GET PEOPLE TO WHERE THEY NEED TO GO.>>AND YET TODAY WE SAW THE OPTICS OF A BIG GROUNDBREAKING OF THE CTA ON THE NORTH SIDE. AND THERE ARE OTHER PROJECTS. THERE WAS A PLEDGE, WAS THERE NOT, TO EXTEND THE 95TH STREET LINE, THE REDLINE, BEYOND AT 95TH STREET. WHAT HAPPENED TO THAT?>>WELL, THAT IS A GOOD QUESTION THE CHAMBER WAS STARTED BACK IN APRIL OF 2009 I WAS PART OF AND STILL AM A PART OF THE REDLINE EXTENSION COMMITTEE. THE PROJECT WAS TO BE COMPLETED IN 2016. WELL, IT’S 2019 ALMOST 2020. AND THAT PROJECT HASN’T OCCURRED.>>THEREFORE YOU REALLY NEED THIS METRA PILOT IN YOUR MIND BECAUSE THAT LINE WAS NOT COMPLETED.>>IT’S JUST AN ADDITIONAL MODE OF TRANSPORTATION. SO WHEN WE COMPARE YOU LOOK NORTH OF US, YOU HAVE THE BROWN LINE, THE PURPLE LINE, THE PINK LINE AND I JOKINGLY SAY A LINE FOR A LINE. WE KEEP GETTING POINTED TO WELL YOU HAVE THE REDLINE AND IT GOES TO 95TH STREET. BUT YOU KNOW THERE IS LIFE BEYOND 95TH STREET AND THE PEOPLE NEED TO HAVE EQUITABLE TRANSPORTATION TO GET TO GOODS AND SERVICES. WE ALSO LOOK AT THIS AS A QUALITY OF LIFE ISSUE.>>WE REGRET THAT THE MAYOR’S PEOPLE DID NOT SEND A SPOKESPERSON. HAVE YOU TALKED TO THE MAYOR OR TO HER PEOPLE ABOUT THIS?>>WE ARE AGGRESSIVELY SEEKING TO MEET WITH THE MAYOR.>>BUT YOU HAVE NOT YET?>>WE HAVE NOT BEEN ABLE TO GET THAT APPOINTMENT YET BUT WE ARE WORKING TO MAKE THAT HAPPEN. AND I THINK IT IS JUST A MATTER OF UNDERSTANDING. WE’RE NOT SAYING THAT THIS IS THE WIN ALL WE DON’T HAVE A CRYSTAL BALL AND WE DON’T HAVE THE MONEY TO GUARANTEE THAT THIS WILL WORK. BUT THE BONUS IN THIS IS THAT TONI PRECKWINKLE AND COOK COUNTY HAS OFFERED TO PROVIDE $30 MILLION TO COVER ANY SHORTFALL OF ANY LOST REVENUE FOR THE NEXT THREE YEARS. SO WHAT IS THERE TO LOSE? I DON’T KNOW IF THEY REALLY UNDERSTAND THAT. AND WE NEED TO CLEARLY THINK ABOUT ALSO IS THAT THE RIDERS THAT WOULD TAKE THE METRA ARE CURRENTLY TAKING THE CTA. BECAUSE THE COST OF THE METRA IS TOO EXPENSIVE. AND PEOPLE ARE BYPASSING THAT NOT ONLY BECAUSE OF THE COST OF TAKING THE METRA BUT CURRENTLY SOME CASES THE STATIONS ARE JUST NOT SAFE. AND SO WE’VE BEEN WORKING WITH METRA TO GET THEM TO IMPROVE THE CONDITIONS OF THE STATIONS WHICH THEY HAVE AGREED TO DO, THEY HAVE ALLOCATED $90 MILLION TO IMPROVE THE STATIONS. AND WITH CAMERAS, WITH SECURITY, AND JUST TO IMPROVE ESTHETICALLY THOSE STATIONS. THAT WILL INCREASE RIDERSHIP. AND THE OTHER THING WE NEED TO THINK ABOUT IS HOW MANY PEOPLE ACTUALLY DRIVE? WHY WOULDN’T WE WAGE A WAR ON POVERTY AND RACIAL EXCLUSION AT THE SAME TIME? THAT IS WHAT A GREEN NEW DEAL IS. BY LOWERING EMISSIONS WE CAN CREATE MILLIONS OF GREAT JOBS AND CLOSE THE ENTRENCHED GAPS.>>NOW, SOME FOLKS MIGHT SAY WHY DO YOU MIX ALL THAT TOGETHER IF YOU ARE CONCERNED IF YOUR PRIMARY CONCERN OR IF A PRIMARY CONCERN IS CLIMATE CHANGE WHY COMPLICATE THINGS BY PUTTING THESE OTHER ISSUES INTO THIS NEW GREEN DEAL GREEN NEW DEAL VERSION THAT YOU ARE DESCRIBING?>>I ACTUALLY DON’T THINK IT COMPLICATES IT OR MAKES IT HARDER. I THINK THAT IT MAKES THE VISION MORE POPULAR AND A LOT OF THE POLLING SHOWS THAT. AND IF YOU LOOK AT WHAT HAPPENS WHEN GOVERNMENTS TRY TO APPROACH THE CLIMATE CRISIS THROUGH A NARROW MARKET-BASED MECHANISM LIKE A CARBON TAX OR CAP AND TRADE, IT OFTEN GETS IMMEDIATELY ASSOCIATED WITH YOUR COSTS GOING UP YOUR ELECTRICITY COSTS GOING UP AND THE PRICE OF THE PUMP GOING UP AT A TIME WHEN WE HAVE SO MUCH INEQUALITY IT OFTEN LEADS TO BACKLASH. AN EXAMPLE IS WHAT HAS HAPPENED IN FRANCE UNDER MACRON WHERE HE AS PRESIDENT HE HAS CUT TAXES FOR THE WEALTHY HE HAS ATTACKED TRADE UNIONS AND HE SEES HIMSELF AS A CLIMATE CHAMPION AND INTRODUCED A CARBON TAX WHICH INCREASED THE PRICE OF TAX. AND LO AND BEHOLD YOU HAVE AN UPRISING, THE YELLOW VEST MOVEMENT SCENES OF RIOTING ACROSS FRANCE AND THAT LED TO MACRON HAVING TO ROLLBACK THE CARBON TAX. YOU END UP WITH THE WORST OF ALL WORLDS. SO THAT SEEMED PRACTICAL AND IT SEEMED FOCUSED. BUT THE WHOLE POINT OF A GREEN NEW DEAL IS RECOGNIZING WE DO LIVE IN A TIME OF ECONOMIC STRESS. AND YOU CAN’T ASK PEOPLE TO CHOOSE BETWEEN IN FRANCE THE SLOGAN OF THAT UPRISING WAS YOU CARE ABOUT THE END OF THE WORLD WE CARE ABOUT THE END OF THE MONTH. AND THE GREEN NEW DEAL IS SAYING YOU KNOW WHAT? WE ALL HAVE A RIGHT TO CARE ABOUT BOTH. NO ONE SHOULD HAVE TO CHOOSE. AND LET’S FIGURE OUT A WAY TO DEAL WITH THE CLIMATE CRISIS WHICH EASES SOME OF THE ECONOMIC STRESSES THAT WORKING PEOPLE HAVE.>>BECAUSE SOME OF THE PUSHBACK AGAINST THE CONCEPT OF A GREEN NEW DEAL IS THE WHOLE NOTION THAT IT’S INCOMPATIBLE WITH MANY ASPECTS OF THIS COUNTRY’S ECONOMIC SYSTEM CAPITALISM: IS IT?>>IT IS A TRANSFORMATION. AND EXACTLY A YEAR AGO THE INTERGOVERNMENTAL PANEL ON CLIMATE CHANGE WHICH IS A U.N. BODY THAT IS A GATHERING OF SCIENTISTS WHO ARE TASKED WITH ADVISING GOVERNMENTS ON WHAT THE LATEST CLIMATE SCIENTISTS TELL THEM HOW QUICKLY WE NEED TO LOWER OUR EMISSIONS THEY PUT OUT A REPORT AND SAID WE DID NEED TO HAVE OUR GLOBAL EMISSIONS AND SAID WHAT IS REQUIRED TO DO THIS. IS FUNDAMENTAL TRANSFORMATION OF EVERY ASPECT OF SOCIETY. THEY DID NOT MINCE WORDS. THIS WAS IN A SUMMARY OF THE REPORT. YOU HAD A TWIN ECOLOGICAL AND ECONOMIC CRISIS. AND IT WASN’T A SINGLE POLICY. IT WAS SOCIAL SECURITY, UNEMPLOYMENT INSURANCE, BREAKING UP THE BANKS, THE CIVILIAN CONSERVATION CORPSE WHICH — CORPS THAT PLANTED TREES AND PROVIDED DIRECT RELIEF TO FAMILIES WAS FUNDING FOR THE ARTS. THAT WAS THE NEW DEAL AND MUCH, MUCH, MUCH MORE. THE PROBLEM WITH THE ORIGINAL NEW DEAL IS MANY PEOPLE WERE EXCLUDED. AFRICAN-AMERICAN WORKERS WERE EXCLUDED. DOMESTIC WORKERS WERE EXCLUDED. AGRICULTURAL WORKERS WERE EXCLUDED. THIS CAN’T JUST BE ABOUT PAINTING THE ORIGINAL NEW DEAL GREEN WE NEED TO CLOSE THE GAPS THAT WERE OPENED UP IN THAT ERA ENTRENCHED IN THAT ERA.>>AND YET, NOT WITHSTANDING THE FACT THAT SOME OF THE GROUPS WERE EXCLUDED AS YOU MENTIONED, THERE WAS STILL A SENSE OF URGENCY BECAUSE THE IMPACT OF THE DEPRESSION WAS CLEAR FOR PEOPLE TO SEE. WHAT DO YOU SAY TO FOLKS WHO STILL DON’T SENSE THAT CLIMATE CHANGE IS A REAL ISSUE FOR THEM?>>WELL, FIRST OF ALL WE ARE SEEING A HUGE SHIFT IN THE POLLING. JUST IN THIS PAST YEAR WHERE IT USED TO BE THAT YOU HAD A PRETTY CLEAR DIVIDE BETWEEN REPUBLICAN VOTERS AND DEMOCRATIC VOTERS ABOUT WHETHER OR NOT THERE WAS EVEN A RECOGNITION THAT CLIMATE CHANGE WAS REAL AND HUMANS WERE CAUSING IT. NOW A CLEAR MAJORITY OF AMERICANS RECOGNIZE THAT CLIMATE CHANGE IS REAL. AND THAT THE HUMANS ARE THE CAUSE. BUT MUCH MORE SIGNIFICANT THAN THAT SHIFT, IS A SHIFT IN THE URGENCY THAT AMERICANS FEEL ABOUT CLIMATE CHANGE. IT USED TO BE THAT AMONG DEMOCRATS SAID YES, I CARE ABOUT CLIMATE CHANGE, YES I KNOW THAT HUMANS ARE CAUSING IT, IF YOU ASKED THEM TO RANK VARIOUS ISSUES IN ORDER OF IMPORTANCE CLIMATE CHANGE WOULD COME IN LIKE 19TH OR 20TH. IN THE LATEST POLLING CLIMATE CHANGE IS RIVALLING HEALTHCARE AS A TOP PRIORITY FOR DEMOCRATIC VOTERS GOING INTO THE PRIMARIES. AND IT’S BECAUSE A GREAT MANY AMERICANS NOW HAVE FIRSTHAND EXPERIENCE EITHER WITH RECORD-BREAKING STORMS IF THEY LIVE ON THE COASTS OR FLOODING IF THEY LIVE IN THE CENTER OF THE COUNTRY OR WILDFIRES IN THE WEST. AND SO THIS IS NOT A FAR OFF THREAT FOR A GREAT MANY AMERICANS AND THIS IS REFLECTED IN THE POLLING. AND I THINK YOU SEE IT IN THE FACT THAT MANY OF THE CONTENDERS TO LEAD THE DEMOCRATIC PARTY HAVE EMBRACED THE GREEN NEW DEAL BECAUSE THEY SEE THIS IS WHERE THE VOTES ARE.>>THE GREEN NEW DEAL HAS BEEN EMBRACED BY A COUPLE OF CANDIDATES, BERNIE SANDERS, ELIZABETH ROMPF BRUEN. BUT — ELIZABETH WARREN. GIVEN THE POLITICAL CLIMATE DO YOU SEE THERE IS THE POTENTIAL FOR THE POLITICAL IMPLEMENTATION THAT WOULD BE REQUIRED FOR THIS TO BE EMBRACED?>>THERE IS NO DOUBT IT IS A HEAVY LIFT. THERE IS NO DOUBT THAT YOU WOULD NEED TO TAKE BACK THE SENATE. YOU WOULD NEED TO HOLD ON TO THAT MAJORITY IN THE HOUSE. YOU WOULD NEED TO USE EXECUTIVE POWER. IF WE LOOK AT WHAT FDR DID AND ONE OF THE THINGS THAT IS INTERESTING TO LOOK AT HOW HE ROLLED OUT THE MOST POPULAR PROGRAM UNDER THE ORIGINAL NEW DEAL, THE CIVILIAN CONS VARY CORPS THE HUNDREDS OF CAMPS THAT WERE SPREAD OUT OVER RURAL AMERICA TO DEAL WITH DEFORESTIZATION AND SOIL EROSION. YOU HAD THOUSANDS MORE THAN TWO MILLION AMERICAN YOUNG MEN WHO WERE SENT MOSTLY FROM CITIES TO GO INTO THE CAMPS AND TO PLANT TREES AND TO DEAL WITH SOIL EROSION. AND IF YOU LOOK AT WHERE FDR CITED THE CAMPS HE CITED THEM IN THE PARTS OF THE COUNTRY THAT DID NOT VOTE FOR HIM. AND LO AND BEHOLD IN 1936, MANY OF THOSE AREAS FLIPPED BLUE BECAUSE PEOPLE SAW THE BENEFITS OF IT. WHAT YOU MIGHT NOT KNOW IS THAT THE ORIGINAL SECTION OF THE ART INSTITUTE BUILDING ITSELF WHICH THE LIONS GUARD WAS ALSO BUILT FOR THE WORLD’S FAIR. IT WAS THE ONLY STRUCTURE OUTSIDE OF JACKSON PARK AND ONE OF A FEW THAT WERE NOT DEMOLISHED AFTER THE FAIR ENDED. THE BUILDING OPENED IN 1893 BUT FOR ALMOST A YEAR TAKE A LOOK, IT’S FRONT DOORS WERE UNGUARDED. NO LIONS IN THAT PICTURE.>>LIKE A MOUSTACHE IS MISSING.>>THE LIONS WERE NOT INSTALLED UNTIL MAY 1894. THEY WERE DESIGNED BY SCULPTOR WHO WAS A CHICAGOAN EDWARD KEMEYS.>>AND HOW DID KEMEYS LAND SUCH A BIG COMMISSION?>>KEMEYS IN THE 1800’S HE WAS CONSIDERED THE COUNTRY’S PREMIER ANIMALLIER. HE WAS AN ANIMALLIER A FRENCH WORD FOR SCULPTOR OF ANIMALS. LIKE MANY AMERICAN ARTISTS KEMEYS WAS DRAWN TO SCENES OF RAW UNFILTERED NATURE. YOU CAN SEE THAT IN THE SMALLER PIECES WE WILL SEE. THE ART INSTITUTE HOSTED AN EXHIBITION OF HIS WORK IN 1885 WHICH WAS AT THE PREVIOUS LOCATION. THIS IS BEFORE THE FAIR. IT WAS A FEW BLOCKS SOUTH AT MICHIGAN AND VAN BUREN. KEMEYS CREATED A DOZEN SCULPTURES FOR THE WORLD’S FAIR MORE THAN ANY AMERICAN. AND LIKE MUCH OF THE EXPOSITION’S WHITE CITY THEY WERE MADE OF PLASTER AND NOT MEANT TO LAST AND THAT INCLUDED THE LIONS AND INCLUDED TWO SCULPTURES THAT CHICAGOANS MAY RECOGNIZE. THE BISON WHICH STAND IN HUMBOLDT PARK NORTH OF DIVISION STREET.>>HOW DID TEMPORARY PLASTER LIONS BECOME PERMANENT?>>AFTER THE FAIR CLOSED AN EARLY BENEFACTOR OF THE ART INSTITUTE FLORENCE PAGE COMMISSIONED BRONZE CASTS OF THESE DESIGNS. PAGE WAS A SISTER-IN-LAW OF MARSHALL FIELDS IN CHICAGO SOCIETY. AND SINCE THEN THE LIONS HAVE BECOME ICONS. IN FACT WE EVEN HAVE ONE RIGHT ON OUR SHELF HERE ON THE “CHICAGO TONIGHT” SET. EACH LION NOT THIS LITTLE GUY BUT THE REALLY ONS WEIGHS OVER TWO TONS. AND IF YOU LOOK CLOSELY YOU WILL REALIZE THEY ARE NOT IDENTICAL TWINS WHICH IS NOTHING PEOPLE WALK BY. KEMEYS WANTED THEM TO HAVE THEIR OWN PERSONALITY AND STYLE. AND TITLED THE NORTHERN LION ON THE PROWL WITH THE MOUTH SLIGHTLY OPEN GAZING INTO THE DISTANCE.
